Kazan Smart City

Kazan Smart City is a groundbreaking urban development project designed to spur investment into high technology, medicine, education, and tourism. The project is being developed using the latest technologies available in urbanistics and engineering.

Kazan Smart City will help transform the Republic of Tatarstanís capital of Kazan into an international business hub with ideal conditions for working and living.

Kazan Smart City lies on 650 hectares of land 3 kilometers from Kazan International Airport and 15 kilometers from the city center of Kazan. An Aeroexpress commuter railway will link Kazan Smart City with both the airport and city center.

Creative Believers
Kazan Smart City is a priority development project of the Government of the Republic of Tatarstan that is being supervised the Tatarstan Investment Development Agency. The development of Kazan Smart City is directly managed by the Tatarstan Development Corporation, which organizes the work of the Kazan Smart City planning consortium. The master plan is being developed by Malaysian Companies AJM Planning & Urban Design and Straits Consulting Engineers in partnership with a local organization, Tatinvestgrazhdanproekt.

Zoning and Cluster Development
Kazan Smart City is divided into four main zones or precincts: 1. International business center (220 ha.) 2. Knowledge and education center (209 ha.) 3. Special economic zone for high tech manufacturing (102 ha.) 4. Green areas (100 ha.)

Based on the Republic of Tatarstanís priority areas for investment, Kazan Smart City will be developed around four clusters:

  1. High-technology manufacturing cluster
    This cluster will be based on 102 hectares of Special Economic Zone for high-technology manufacturing. Residents will receive a range of federal tax preferences.
  2. Medicine cluster
    Kazan Smart Cityís medicine cluster will cultivate an ecosystem of cutting-edge medicine that will include medical equipment manufacturing, biomedical manufacturing, hospital and diagnostic centers, and medical and research centers.
  3. Education cluster
    This sector will fuel the economy of Kazan Smart City with research and educational facilities that will nurture highly-qualified specialists. Among these facilities will be a tourism and hospitality university, international school, representative facilities of foreign universities, and a medical and research center.
  4. Tourism cluster
    With its close proximity to Kazan International Airport and federal highways and lying in the heart of Russia, Kazan Smart City will add important synergies to tourism of the city of Kazan, developing in particular business tourism, medical tourism, educational tourism, and urban tourism. Buildings that will facilitate this growth include an exhibition and convention center, a transit hotel, research center, art museum, show rooms, and parks.
