Assistant Resident Engineer (ARE)

Responsibilities

  • Review and understand the contract documents, including drawings, bill of quantities, specifications and conditions of contract.
  • Act as team leader for the site supervision team consisting of Inpector of Works (IOW)
  • Lead the supervision of all on-site testing of construction materials and factory inspection visits
  • Ensure the suitability and qualifications of the contractor’s workers as well as their supporting staff
  • Monitor the contractor’s progress of works and prepare monthly progress and financial reports of proposed/assigned project implementation
  • Prepare meeting minutes, notes of discussions, and all relevant documents required on-site, and ensure proper organization/record-keeping of all site documents
  • Prepare the necessary permit applications, liaise, consult, and coordinate with approving authorities in connection with the implementation of the works, including client’s internal permit-to-work (PTW), local authority’s (PBT) permits, JKR, JPS, utility corridor authority, utility companies, etc., ensuring continuous validity of the permits and adherance to their conditions
  • Check all materials and equipment delivered to the assigned project site to ensure conformation to the contract specifications
  • Coordinate with the contractor to ensure the compliance of all Health, Safety and Environment (HSE) requirements required by the client and other authorities, including but not limited to housekeeping, workers’ safety passes, traffic control measures, equipment inspections, etc.
  • Daily updates with the headquarters and the clients’ representatives on project activities
  • Highlight potential risks and problems on site to the headquarters and coordinate mitigation measures with the relevant stakeholders
  • Manage the site supervision team’s schedule and shifts for inspection works, if works at night are required
  • Check all construction and installation works performed by the works contractors
  • Carry out joint inspection and measurements of the works with the contractor and the client for the purpose of interim and final certificate and payment
  • Review claims presented by the works contractor and draft the written recommendation to the client
  • Resolve issues related to traffic disturbance, public nuisance, coordination with authorities/other utilities and other social/environmental isses which may arise during construction
  • Review work programs submitted by the contractor and prepare comments or recommendations accordingly
  • Prepare the necessary paperwork for variation orders (V.O) and Extension of Time (EOT) recommendation to the client
  • Supervise the testing and commissioning (T&C) of all works, and obtain approval from the client for the T&C
  • Review as-built drawings and make recommendations to the client on approval of such documents
  • Prepare a defects list upon handing over to the client
  • Ensure the safety of the general public is not prejudiced by the work activities
  • Any other relevant work which may be reasonable and pertinent to the role of ARE

 

Requirements

  • At least 5 years of supervision work, with a minimum of 2 years in utility installation works in urban areas
  • Experience with water supply projects is a plus
  • Minimum Bachelor’s Degree in Civil, Structural, Geotechnical Engineering or related field
  • Registration with the Board of Engineers Malaysia (BEM) is a must
  • Must possess or able to obtain CIDB Green Card, and the relevant NIOSH Safety Passport within one (1) month of appointment
  • Able to demonstrate good interpersonal, leadership and communication skills
  • Good writing and organizational skills. Experience with ISO QA/QC documentation procedure is a plus
