Planner (Infrastructure)

Straits is seeking an enthusiastic and driven individual to join us as a Planner (Infrastructure). The Planner is expected to support strategic studies, including but not limited to National Physical Plan, Regional Plan, Comprehensive Development Plan, Special Area Plan, Structure Plan, Local Plan, Master Concept Plan and Master Plan.

Role

• Assess infrastructure and utility (roads, flood control, water supply, electrical supply, telecommunications coverage, gas supply, sewerage, etc) demand and readiness in various stages of planning
• Conduct research on relevant policies, papers and challenges faced by technical agencies in implementing infrastructure roll-outs
• Engage and communicate with clients and stakeholders (i.e., utility companies, technical agencies, local authorities, etc.) in collecting and compiling data for planning purposes
• Attend and lead in focus group discussions to identify gaps and needs related to infrastructure
• Attend and participate in meetings with other consultants, client or authorities, including Technical Committee Meetings (JKT) and Steering Committees (JKP)
• Analyse infrastructure needs and requirements based on the context of deliverables required
• Benchmark infrastructure best practices locally and internationally, and apply them to the study practically
• Develop infrastructure strategies and identify projects (upgrading or new) to meet the vision of the planning document
• Prepare reports in the format required by the authorities and clients

Requirements

• Possess and able to demonstrate understanding in various strategic planning requirements
• Able to work independently and possess a high degree of analytical skills to analyse and plan at various levels
• Similar experience in preparing planning documents above is a significant advantage
• Excellent communication skills in writing and speaking (English and Bahasa Malaysia)
• Advanced user in Microsoft Office Power Point – able to generate final report quality
• Skills in other graphic design software (Photoshop, Illustrator, etc) is a plus
• A Bachelor’s Degree (minimum) in engineering, planning or equivalent
• A Graduate Engineer certificate with the Board of Engineers (BEM) is a plus
